The UK needs initiatives to help businesses plan for energy consumption with a focus on renewable and green technologies. This could be further supported by a “Help to Green” initiative to support training and awareness around energy consumption, identification of government support schemes and energy assessments to focus on renewable energy sources. 

  1. Encourage businesses to undertake sustainable investment:

A government supported tax scheme to encourage businesses to move to green technologies could be introduced by way of tax relief for investment in green plant and machinery. An additional initiative as supported by the NACFB, would be to provide ‘green loans’ by way of a government guarantee loan scheme. Finance would be provided at attractive rates to support the use of green technology and agendas. This could help the UK in reaching its zero targets.

 Companies who have achieved a net zero could pay a lower corporation tax than those that have not. 

  1. Enhance UK’s labour market participation rates:

Current estimates indicate that there are now around 6.6m people of working age who are not in full-time education or employment and are economically inactive. This is a combination of young workers and early retirees. Purbeck endorses The Federation of Small Business’swider 15 point strategy to improve the UK’s labour market participation rates by encouraging employees to get into work and employers to take on and train/develop their workforce. Vocational training vouchers could be issued to workers who wish to be reskilled and for employers to receive tax benefits for employing and training staff in desirable sectors or skills (such as sustainability, technology, health etc.). There could be a launch of consultations on reduced National Insurance Contributions for returning workers and retraining funding for vocational qualifications.

  1. Corporation tax regime:

As above, corporation tax is due to increase from 19% to 25%. There needs to be additional tax incentives to focus small business investment in green technologies, sustainable investment, and the labour force to encourage employers to pursue outcomes which meet and contribute towards UK Plc.

Furthermore, with these tax rates it means the UK is seen as less attractive than other international locations. The budget is an opportunity for the Chancellor to mitigate this impact as far as possible and provide a corporation tax roadmap over a number of years to help businesses make planning decisions.

Parents and carers in Greater Manchester wanting to return to STEM industries after a career break can now apply for a new Government programme provided by return to work experts Women Returners and STEM Returners. There are currently around 75,000 people (the majority women) who are economically inactive due to caring responsibilities in the UK, who had a STEM occupation before their career and who would like to return to work in the future, according to government figures. The STEM ReCharge initiative, launched and funded by the Government Equality Hub, will provide free-of-charge return to work career coaching, job skills training, sector-specific mentoring and knowledge updating to returners with tech or engineering experience.

 

The coaching and job skills programme will address practical and psychological barriers, providing a range of support including rebuilding confidence, balancing work and caring, writing a back to work CV and honing interview skills.

 

Participants will then receive 1:1 mentoring for a tech or engineering mentor, and an opportunity to attend a tech or engineering ReFresh Week with updating sessions from industry experts to prepare them for interviews. Small group sessions will encourage motivating return-to-work support networks. There will be follow-on support with finding suitable work opportunities and reintegrating into the workforce.

 

STEM ReCharge is being rolled out in the North West, Midlands and North East after analysis carried out by Women Returners and STEM Returners showed these areas have far fewer returner programmes than southern areas. From 2020 to 2022 there were 1.6 returner programmes per million people in the Midlands, 2.3 programmes in the North East and Yorkshire and 2.5 programmes in the North West, compared with 7.8 programmes in London and 5.3 programmes in the South West.

As part of STEM ReCharge, Women Returners, in partnership with STEM Returners, will also provide free training and support for 30 STEM employers in the Midlands and the North of England, to enable them to better recruit and retain this talent pool who are so often overlooked.

 

These sessions will aim to improve recruitment processes and the onboarding experience for returners and will inform about best practice in creating inclusive returner programmes.

 

Employer insight events will also take place in Leeds (24 April) Liverpool (25 April) and Birmingham (26 April). Local organisations can find out more about the training and learn from the experience of Women Returners and STEM Returners, together with successful returner employers and returners.

 

Women Returners and STEM Returners are the two leading organisations in the UK in STEM returner programmes and supportive returner network communities. More than 600 experienced STEM professionals have returned to work through their returner programmes.

Dear Chancellor: North West-mid-market’s Budget wish list revealed

As the Chancellor prepares his Spring Budget, new research from Grant Thornton UK LLP’s latest Business Outlook Tracker* reveals the policy areas that North West mid-market business leaders hope to see prioritised by the Chancellor. 

 

The survey found that incentives to support international trade ranked top of the North West wish list – with over one-third choosing this as a top priority (36%).  

 

With erratic changes to tax policy over the last few months, following the mini-budget in September, it is logical that certainty around future tax policy ranks as the second highest priority for the North West market – 1 in 3 (31%) chose it as a top priority. As the end to the super-deduction approaches, incentives for capital investment tied as the second top priority (31%).  

 

The rapid adoption of digital technology during the pandemic proved the benefits of digital transformation for business and built a new foundation for the usability and functionality of digital tools. The focus on this agenda remains, as measures to support digital transformation was the third  priority for business leaders (29%).   

 

Though the market continues to grapple with high prices, and businesses face the likely loss of energy support and the impending hike in corporation tax in April, the majority (68%) of the North West mid-market respondents to the research are confident that the government will provide the necessary support for businesses in the Budget.
